The meanings and requirements to establish the functions and effects of standards are discussed in this article.The connotations of functions and effects are analyzed.The values to research the functions and effects of standards are deeply discussed.Five kinds of standard functions are epurated.Nine kinds of standard effects are epurated.The characteristics and relations of standard functions and effects are deeply discussed.关键词
