流域管理的外部环境评价——以长江、莱茵河、多瑙河为例
Evaluation of external environment of river basin management: case studies of Yangtze River, Rhine River and Danube River
摘要
Abstract
In order to improve the integrated rive basin management and to achieve the sustainable development of river basins, the evaluation space, management vector, index system and evaluation function are established in terms of economy, legislation and society. By regarding Rhine River and Danube River basins as the references, the external environment of the management system of Yangtze River basin is evaluated to recognize the differences among river basins. The results indicate that Yangtze River basin exhibits obvious difference of the external environment compared with Rhine River and Danube River basins. The proposed method may provide rational perspective for the system reform of integrated river basin management.关键词
