基于物理-事理-人理(WSR)系统方法论的TOT项目综合集成管理研究——以水电能源项目为例
Integrated management of TOT projects based on WSR system methodology: case study of hydropower projects

Abstract
The hydropower project is beneficial to the people' s livelihood and is characterized by large investment, long construction period and high financing risk. The TOT financing mode provides a new kind of financing channel. However, the current TOT project financing is a simple project financing. The lack of consideration of systems results in obligatory midway stop of projects or payment of huge cost by project stakeholders after operation of a period of time because of various reasons. The WSR system methodology with oriental characteristics is introduced into the management of TOT projects. On such a basis, a three-dimensional model for the integrated management of TOT projects is established. All the aspects for the management of TOT projects are organically correlated from a perspective of the system theory so as to achieve their integrated management. In order to validate the effectiveness of the integrated management, a quantitative analysis model for the integrated evaluation is established.关键词
