摘要
Abstract
International experience shows that the payment reform have taken a pre - pay system as its target. The payment is a multiple mixed method with bundled services, and its reform is a gradual transition, and needs corresponding accessory institutions to make a balance among the multiple goals. In China, the core of further payment reform is to carry out different payment methods with prospective bundled services. No one or multiple uniform payment methods could be importunely used because the conditions of regions in China vary remarkably. It is necessary to make different criteria in the state level, providing selection of different payment methods by defining beneficiaries, service package, and payment standards. It is recommended that local authorities could choose the payment system according to their own circumstances. This paper describes the concept, evolvement, incentives of provider payment system, level of risk and its relationship with the supervision of medical services.
