Public Policy for Learning and Technological Innovation
摘要
Abstract
This paper investigates how public policy may enhance learning and technological innovation in China. A brief review of literature on technical change and economic growth is provided with an emphasis on the impact of institutions. Under the conceptual framework of national systems of innovation, this paper posits that learning is an important source of carrying out innovation and analyzes various learning opportunities and dynamics. Policy implications for promoting learning are discussed from the perspectives of anti-trust, intellectual property protection, technology standards, government procurement and scientific research.关键词
