Abstract
Chinese traditional philosophy is extensive and profound. It has great influence on the development of local enterprises. On the requirements for leader, system preparation, and implementation of key points, the paper absorbs the essence of Han Fei' s thought which is representative of legalism ideology, to research the way of estanlishing quality culture applying to local enterprise.关键词
