江苏省居民健康档案建设现状与对策研究
Satus of Residents' Health Records Construction in Jiangsu Province and the Countermeasures
摘要
Abstract
Objective To investigate the management and operation mechanism and current status of residents' electronic health records construction in Jiangsu Province and find the existing problems, so as to put forth reasonable proposal for scientifically and effectively carrying out the record construction and raise the quality. Methods The interview and questionnaire survey were used to investigate and analyze the construction of residents' health record established by the health organizations at county level, township and grass - root, and application of the records, as well as the satisfaction grades of working staff at different - leveled organizations and the residents on the health record working. Results From 2008 to 2010, the average accumulative investment per county to residents' health record construction was RMB 1. 05 million yuan. The condition of the record construction had been basically matured, and overall construction rate reached 76. 5% , with the highest rate for pregnant women and the lowest rate for diabetics. Some 92. 0% of the medical staff recognized the health record construction, 89. 7% of the residents thought they had benefited from the health record. Nevertheless, there were still some problems, such as imbalance of construction development, need to be solved. Conclusion The local government should give guarantee on policies and funs, or enlarge investment and make unified planning, at the other hand, enhance the construction of manpower resource and establish an effective mechanism of management and motivation. It is necessary to follow the principle of from simple to complicated, from point to plane, and step by step in implementation, so as to the record construction both quickly and well.关键词
