县级政府在绿色经济发展中的管理机制创新研究
The Research on County Government Management Mechanism Innovation in the Development of Green Economy

Abstract
China' s total carbon emissions rose to the first in the world in 2007, which will make China faced for energy conservation and emission reduction and environmental protection increasing pressure, and the path of green economy development is the inevitable choice of realizing economic restructuring, promoting national competitive ability, and constructing a well-off society. The paper uses the literature analysis and comprehensive induction. First, from the three aspects-industrial structure, the mode of economic development, and the relationship between economic development and ecological environment protection, the paper analyzes the basic requirements of the county green economy development. Then, from the view of management mechanism, the paper analyzes the county governments' shortage in the development of the green economy, such as: unscientific management concept, irrational position of the function the and the lack of environmental awareness in the financial system. Last but not least, from the perspectives of a sound scientific decision-making mechanism, and improving the administrative enforcement mechanism, and improving the democratic supervision mechanism, the paper explores effective way of improving county governmental management mechanism for the county green economic development. The paper draws following conclasions as the basic unit of the national economy, county economy must take the road of development of the green economy. Therefore, the county government must innovate county government management mechanism, take the responsibility of energy saving and environmental protection, and promote both good and fast development of the county green economy.关键词
