南水北调后海河流域水资源调度管理体制分析
Management system analysis of water resources dispatch for Haihe River Basin after operation of South-to-North Water Diversion Project

Abstract
A new organizational structure for the management of water resources dispatch in Haihe River Basin is re-established by analyzing the characteristics and elements of its water resources dispatch system after the operation of South-to-North Water Diversion Project. The management responsibilities of dispatch management subjects at both the basin and provincial levels are analyzed. The relationship between the dispatch subject and dispatch management subject is designed. The proposed management system fully considers the leading roles of basin authorities and provincial governments in the dispatch management and the participation space of various dispatch subjects in the process of water resources dispatch.关键词
