Abstract

This paper proposed a new planning idea and method for distribution networks based on total supply capability (TSC), which resulted in full utilization and higher efficiency of exist assets. Firstly, TSC-based planning method was composed of following steps: 1) The TSC and maximum supply capability (MSC) were calculated. 2) The TSC and MSC were used to verify whether they could match the need of the total load forecasted. It was necessary to exploit more TSC by reinforce the network but not to build new substations, when the load was greater than TSC and less than MSC. 3) This verification between load and TSC were also performed distributed, i.e. transformer by transformer. 4) N-1 simulation was finally used to verify the selected planning scheme. Secondly, 10 planning measures were summarized in 3 types with their priorities, which were applied in the proposed planning steps to adjust the network and load distribution. Moreover, as to solve the load re-distribution problem, a model was set up, which was capable to search the optimized load distribution scheme considering the N-1 security constraints. Finally, a planning case was discussed to show the difference from traditional approach. TSC-based planning differs from traditional planning approach in the idea that to exploit TSC from optimizing exist networks has higher priority than to increase substation capacity. This idea is suitable for short-term planning for urban developed distribution networks.
