Abstract
In order to reduce the injuries and deaths in flood disaster,the method of the tault tree analysis (FTA) in the safety system engineering was applied in the analysis and control of casualty accidents caused by dike breaches.Based on principles of the fault tree analysis and mechanism of the dike breaches,the fault tree for the injuries and deaths in flood disaster was constructed considering all factors of the accidents and the logical relations between them.The fault tree was analyzed qualitatively and quantitatively from the aspects of the minimal cut sets,minimal path sets and the structural importance of basic events,occurrence probability of top events,importance degree of probability,and critical importance,etc.The results show that the orderly evacuation and self-protection are the key factors to decrease the probability of casualty accidents.The non-engineering measures to flood prevention,such as the smooth traffic roads to match the local population density,the means of fast escape,and the early warning system to increase the reaction time,are critical aspects and main control directions of casualty accidents prevention in the flood control and disaster reduction.关键词
