水利工程管理现代化评价指标体系的构建
Establishment of evaluation index system for modernization of water conservancy project management
摘要
Abstract
According to the principles of advanced,systematic,comparative,representative,operable and oriented features,an integrated evaluation index system for the modernization of water conservancy project management is established from the perspectives of management system,management rules,management means and management talents,etc.The index system consists of 9 first level indexes and 32 second level indexes.The connotation of various qualitative evaluation indexes is depicted,and the definition of various quantitative indexes is given.The index weights are determined by means of the experts' consultation and judgment matrix.The methods and steps of qualitative evaluation,quantitative evaluation and hierarchical comprehensive evaluation as well as the evaluation criteria for the modernization of water conservancy project management at different stages are presented.This index system is applied to seven typical water conservancy projects in Jiangsu Province.The results reveal that the proposed evaluation index system is rational and applicable.关键词
