Abstract
Mobile ICT based mobile business operation and its related technology are one of the core businesses and technologies of the smart gird.The field crews are equipped with mobile terminals and vehicles including filed working equipment under the unified command through the resources dispatching center,in which the mobile workforce optimal scheduling/dispatching model and its algorithm play the crucial role.The basic concepts and assumptions of mobile workforce dispatching are presented firstly.In particular,a return rule of "return chance check for 8 hours per day and must return after 5 consecutive field workdays" ("check 8 hours stop 5 days" for short) is suggested.An optimization sub-model is presented to take account of the time delay loss per expected start time,overtime delay loss per standard task time,"check 8 hours stop 5 days" return rule,total task finishing time constraint,crew idle loss,and the transportation time and its expenditure,etc.,from which a comprehensive mobile workforce optimization model is developed subsequently.The genetic algorithm is adopted to solve such optimization.Case study results show that the models and algorithms can match the complicated situation of the electric utility.关键词
