Abstract
The petition stems from lack of ways to express the interests, superstitions of Party Central Committee, and the effectiveness of cases. Assessment leads to local government pressing the visit. But it encourages petition joint, and leads to a new tide. Contrary to expansion of agencies, its function does not change. It is called Involu⁃tion of Petition.关键词
