区域洪水资源利用竞争性评价方法
Evaluation method for competitiveness in regional floodwater utilization
摘要
Abstract
In this paper,a concept of competitiveness in regional floodwater utilization is demonstrated in terms of the behaviors of floodwater generation and the differences in floodwater utilization techniques.To evaluate such competitiveness,several related criteria are put forward such as sustainability,systematicness,safety,effectiveness and equity.Then we develops an evaluation model using an improved method of efficiency coefficient that is represented with a piecewise linear function.This model was applied to the regional water utilization in the Beisanhe basin of the Hai River.The results show that the competitiveness in floodwater utilization is higher in plain regions than that in mountainous regions.关键词
