Abstract
Under a Cap-and-Trade market, industrial sectors often obtain allowances of greenhouse gas emissions through auction or allocation. Allowances are given to the highest bidders when they are auctioned. Freely allocated or grandfathered allowances are given to industrial companies based on a pre-determined amount based on specific conditions of the indus-trial company. California launched its Cap-and-Trade program in 2012. Allowances for industrial sectors in California can be obtained through both auction and allocation. This report focuses on how allowances are freely allocated to industrial companies, including prerequisites for allowances allocation, prevention of emission leakage, maintain of industrial sec-tor’s competitiveness, and methodologies for developing emission benchmarks for allocation.关键词
