摘要
Abstract
Water is the essential source for human being and it, is the lifeblood of economic and social devel-opment. Jiang Zemin as the head of the third generation of collective leadership, he concerns about the water conservancy construction, and has made important instructions on many occasions and published many about the water conservancy development discourse. He has worked out a comprehensive system of national water conservancy construction guidelines and related water policies and regulations under his leadership, the for-mation of the characteristics of water conservancy development during this period, promote the progress of water conservancy in China.关键词
