Abstract
TheirrigationwaterinthedistrictismainlysuppliedbyGangnanreservoirandthenaturalrunoffandgroundwateristhesupplement watersource.Thewaterqualityisgoodenoughforagriculturalandindustrialuse.Thewatersavingprojectsshouldbestressedinthedistrictto ensuretosupplywateralternativelytoindustrialanddomesticuseandtoensurethesustainableuseofwaterresource.Inthecourseoftrans-formerofwaterright,itisnecessarilytoformulateappropriatepolicy,toensuretheagriculturalwaterusetoavoidcausingthenewcontradiction between water users, to stress on the application of water saving technology, finally to ensure the fairness, equity and transparency of the whole transformer procedure.关键词
