Thetenderdocument,bynature,isnotonlytheinvitationofatenderoffer,butalsoequivalenttothetenderoffer.Thetenderdocument isdirectlyrelatedtotheprojectcontractmanagement,anditsqualitydirectlyaffectsthesmoothimplementationofaproject.Thereisnoexisting industrialtenderdocumenttemplateforhydraulicengineeringoperationandmaintenancecontract,andthecontractamountistypicallow.Sever-almajorfactors,suchastherationalityofthetechnicaltermsandthetermsofthecontract;thecomprehensiveabilityoftheorganizeroftheten-der;the criteria for potential bidders'eligibility and qualification;the rationality of setting a base price or a block bid price;the method of quota-tions, etc.,will greatly affect the quality of the tender document, and will subsequently affect the smooth implementation of the project. The qualitycontrolofthetenderdocumentationbelongstotheex-antecontrolsofthecontractmanagement.Hence,inordertoimprovethemanage-ment level of the project operation and maintenance contract, it is recommended to start with the preparation stage of the tender document.关键词
