构建黑龙江省粮食利益补偿机制研究初探
Interest Compensation Mechanism for Grains of Heilongjiang Province, China
摘要
Abstract
Heilongjiang Province, one of the major grain production areas of China, has made significant progress in grain output in recent years. However, it has run into bottlenecks due to policies. Starting from the analysis of protection of national food security and development of regional economic relationships, this paper argued the dialectical relation between the two factors and analyzed the dilemma that the major grain production areas in Heilongjiang Province are facing. Based on the statement proposed in the 3rd Plenary Session of the 17th Central Committee‘coordinate the acceleration of food production and farmers’income and finance enhancement, to fully mobilize farmers’enthusi-asm to grow grain and local governments’enthusiasm to attach importance to grain production’, this paper put forward the construction of Heilongjiang Province grain interest compensation mechanism that takes food security protection fund, commodity grain compensation fund and farmland protection fund as main parts, to realize the ultimate objective of ensuring national food security, people’s income increasing and the coordinated development of regional economy.关键词
