中国土地制度改革的方向与途径

Abstract
China’s land system has made a signiifcant contribution to both industrialization and urbanization development. However, to guarantee the nation’s continued economic and social sustainable development, and to achieve overal reform of the land system, strategic opportunities must consider factors such as the guaranteeing of peasant’s rights, the planning of space for development, the equitable distribution of land value-added revenue, and the efifciency of land utilization. The Third Plenum of the 18th CPC Central Committee identiifed the establishment of a uniifed construction land market between urban and rural areas as an important component of hastening the achievement of a modern market system in China, and clearly identiifed the direction of land system reform. Al owing col ective operational construction land into the market wil help to protect farmer’s interests and to decrease the scope of land requisition. This article also expounded the relationships between the ecological protection redline and the cultivated land protection redline.关键词
