河北省企业技术创新政策效果分析
Analysis on the Policy Effect of Enterprise Technology Innovation in Hebei
摘要
Abstract
Technical innovation policy on enterprise technology innovation activities plays an important catalytic and incentive effect .It can effectively make contribution to the promotion of enterprise technology innovation ability , the improvement of enterprise technology innovation environment , and the realization of technology innovation perform-ance.On the basis of the detail analysis of enterprise technology innovation policy system in Hebei , this paper es-tablishes an evaluation index system and an evaluation model for enterprise technology innovation policy effect , which include one primary index , three secondary indicators and eighteen tertiary indicators .The vertical develop-ment and evolution trend of enterprise technology innovation policy effect were evaluated from time series for Hebei . Based on the evaluation results of the 30 provinces in the country , the horizontal comparison of enterprise technolo-gy innovation policy is carried out .Then according to the gaps that exist in enterprise technology innovation policy between Hebei and the advanced provinces , the corresponding countermeasures and recommendations are proposed .关键词
