非常规突发事件下应急通信预案体系有效性评估研究
摘要
Abstract
In the case of unconventional emergencies, emergency communications is the key to implementation of the Command and Control and security of information transmission. The emergency system of communications plays is reasonable and ef ective, which is the important prerequisite and basis. Therefor, referring to the standards at home and abroad, this paper defines the“effectiveness”, researches it from two dimensions of the system of plans for“ef iciency”and“effect”, which provided a beneficial reference for evaluating the emergency effectiveness of communications plays.关键词
