中原经济区建设中地方立法协作研究
On the Cooperation of Local Legislation for the Construction of the Central China Economic Region
摘要
Abstract
The integration of regional economy has become a distinguishing feature during the development of economy and society of China .The construction of the Central China Economic Region suffers a series of difficulties , such as local protectionism , short-term act in the economic development , neglect of the resource and enviremental protection , and the low level of the integral development .There are inner contradictions between independent administrative devisions and the integration of regional economy .Thus, the existence of social relationship is the requirement for legal regulation .In view of the regional economic developing experiences at home and abroad , it is necessary for the cooperation of local legislation .The subject of local legislation could be either government agency or operating or -ganizations .While the cooperation of legislation for the Central China Economic Region is maimly operated by the Standing Committee of the provincial National People's Congress and provincial gevermennt , in which the former makes local laws and regulations about im-portant local affairs and the latter makes rules about the transboundary administrative management in the Central China Economic Re -gion.关键词
