从赋权型到保障型--吉登斯应对气候变化的国家思想研究
From Enabling State to Ensuring State---Anthony Giddens s Theory on the Role of State in Addressing Climate Change
摘要
Abstract
Anthony Giddens believes that states are the main actors to address climate change, so we should build ensuring state to address climate change, government need to transform from enabling state to en-suring state, and take political reforms within democracy. Enabling state emphasizes the social autonomy of in-dividuals and social groups while ensuring state exerts dominance of state and government emphatically. Enab-ling state is powerless in addressing climate change although it has certain advantages; Ensuring state plays a dominant role in addressing climate change, which requires the government to strengthen regulation and super-vision in a free democratic political framework. Ensuring state must carry out the multi-cooperation including the cooperation between democratic and authoritarian government, and among ensuring state and the public or the NGO so as to address climate change effectively.关键词
