Based on the understanding of the concept of system transition and culture transformation and the mutual relationship , the types of system transition and culture transformation for the newly established local univer -sities were studied and the implementing ways and exact characterization were analyzed , which deepens the under-standing of the inner cause of the development for the newly established local universities .关键词
