Abstract
The multipurpose utilization of mineral resources has important theoretical guidance and practical significance for improving resources utilization efficiency and ensuring the safety of China's mineral resources supply. This paper first analyses the bottleneck constraints of the multipurpose utilization of mineral resources, these are: the foundation work is weak; and there is no enough data support. Although the utilization level has improved, there are still many unbalanced phenomenon. The investment in technology research on tailings comprehensive utilization is insufficiency, so the utilization level is low. The government has no powerful measures for amortizing the cost of mineral resources waste. On account of this, this paper proposes that both the construction of the multipurpose utilization of mineral resources laws & regulations and management system must be strengthened. At the same time, standard system with regard to mineral resources comprehensive exploitation and utilization should be established and improved. The development and innovation of science and technology should be promoted. In addition, strict monitoring mechanisms and incentive mechanism should be established and improved.关键词
