关于差别化土地卫片执法检查的探讨
Discussion on Differential Land Satellite Image Law-Enforcement Inspection
摘要
Abstract
At present, the major task for land satellite image law-enforcement inspection is aimed at illegal use of land in newly-added construction land;while the other destruction of arable land and basic farmland are free from land satellite image law-enforcement inspection. This paper offers that we should carry out differential land satellite image law-enforcement inspection for land use. The speciifc methods are:for basic farmland plot, we can divide change pattern spots into occupying basic farmland to conduct signiifcant construction and other plough layer destruction;and then other plough layer destruction can be broken down into three categories. For cultivated land plots which is not basic farmland, we can divide the change pattern spots into the above two categories according to different damaged patterns of arable layer. For agricultural land which is non-arable land and unused land, we can extract the standard according to the signs of construction which is shown on the remote sensing image. As for the land which is just getting started in land leveling and temporary piled up, which have not yet been the substantial construction and cannot be expected to newly-added construction land, we cannot extract the standard.关键词
