对国有地勘单位去行政化改革的思考

摘要
Abstract
This paper introduces the major performance of administration, these include:the geological exploration units have strict clear administrative level;the head of the geological exploration units are appointed by the government;part of units are managed by reference to the civil servant, as well as the administrative allocation of resources. It points out that the administration of geological prospecting units have diluted the characteristics of geological work, helped ofifcial-oriented, repressed the mainstream of technology research, and wasted the manpower resource of engaged in technologies. In response to this, this paper proposes that in order to separate public service units from government and the institution from enterprise, classiifed reform should be applied to the geological prospecting units. Unit legal person management system must be established. Responsibility of the management must be clear. In addition to this, evaluation systems of performance management which is suitable for the geological exploration units should be built;and the system of licensed geologist should also be established.关键词
