摘要
Abstract
This paper points out that the positioning and orientation of state-owned geological exploration units must conform to the spirit of the third plenary session of the eighteenth CPC Central Committee, which we should consider from the decisive of the market in resource allocation so as to give full play to the functions of the government. This paper goes on to look at that generally, we should not only think about economic and social development, but also grasp the location of function of ifnancial investment and social investment in the geological prospecting work at a macro level. It points out that every kind of positioning concerning the classiifcation reform of state-owned geological exploration unit is closely related to the overall economic system reform. The hesitation about the selection of ifrst-class and second-class public service institutions relfects some major issues of the current systems and mechanisms, as well as the requirements of geological exploration industry reform for supporting policies and conditions. As for the geological prospecting units running as enterprise oriented management, this paper argues that we should deeply analyze and make our choice according to the requirements of modern enterprise management system and the strengths and weaknesses of geological prospecting units. We should always hold that man is the ifrst and pay attention to the interests of the geological workers’ demands. Incentive mechanisms must be established based on ifeld allowance, logistics, and performance appraisals. The development of geological prospecting units should be focused on superior quality, enhanced competitiveness by technical advantages rather than launching new projects blindly.关键词
