Abstract
This paper, Based on the analysis of the basic concept of Maritime Administrative Licensing Discretion (MALD), provides the proposal that the necessity of enhancing internal control lies in improving maritime sector and personnel’s executing responsibilities actively, ensuring the rights and interests of the counterparts and promoting the construction of“MSA in sunshine”and“MSA under the rule and regulation”. The standardization of MALD will be realized by means of drawing up “administrative methods of MALD”, “discretion standards of MALD” and other supporting systems.关键词
