Comparative Analysis of Economic Operation of Community Health Service Centers of Different Ownerships in China
摘要
Abstract
Objective To compare the economic operation status and development trend of community health service ( CHS) centers of different ownerships to provide evidence for government formulating correlated policy .Methods Data on eco-nomic operation status , operation revenue and expenditures , government subsidies , and drug revenue etc.were collected through community health facility on-site survey in 2011 in 8 cities including Hang Zhou , He Fei, Wu Han, Cheng Du, Wu Xi, Tong Ling, Bao Ji and Shi Hezi.Database was established by EpiData 3.0 and data were processed by SPSS 17.0.Results From 2008-2011 , in terms of per capita operation revenue , the ring growth of government -owned centers , medical institution -owned centers , enterprise-owned centers were 18.2%, 1.6%and -2.1%; 21.7%, -2.7%and 7.7%; 9.6%, 11.3%and 6.7%, respectively.The proportion of government subsidies in the total income from 2008-2011: increased by 8.2%, 25.4%and 17.7%yearly in the government -owned, decreased by 26.9%, 16.2%and -25.7%annually in the medical fa-cilities-owned, grew by 7.3%, 10.3%and 69.0%year by year in the enterprise -owned; for private ones the proportion was first increased by 8.2%and 57.6%yearly from 2008-2010 , but decreased by 35.3%in 2011 compared with that in 2010.The proportion of drug revenue in the total revenue: increased by 3.9%, 1.7%and -1.3%yearly in the government -owned , de-creased by 5.4%and 6.1%annually from 2008-2010 , but in 2011 increased by 3.9%compared with that in 2010 in the med-ical facilities-owned, increased by 6.5%, -2.2%and 4.0%yearly in the enterprise -owned; for private ones, in 2009 it was increased by 8.9%compared with that in 2008 and decreased by 8.7%in 2010 compared with that in 2009 , not changing much in 2011.Conclusion (1) The per capita revenues were all increased in all the ownerships to different degree , among which government -owned centers got the highest increase.( 2 ) The proportions of government investment in the total revenue were increased year by year in government -owned facilities and enterprise -owned facilities , but the changing trends for the medical institution-owned and the private were not clear.(3) The changes of proportions of drug income in total revenue were not clear during 2008-2011 and the proportions in government -owned facilities and medical institution -owned facilities were comparatively higher.The article suggests strengthening performance evaluation and incentive of CHS facilities to facilitate sustain -able development of community health , taking reference of advanced experiences from other regions and further implementing gov -ernment compensation policy , and promoting comprehensive reform of community health service centers to further consolidate the national drug system.关键词
