南水北调中线水源地水质保护立法及建议
Status-quo and Suggestions of Laws and Regulations Protecting Water Source in the Middle Route of the South-to-North Water Transfer Project

Abstract
Laws and regulations for water quality protection plays a critical role in the protection and management of water source in the Middle Route of the South-to-North Water Transfer Project.We analyze the status-quo,the ap-plicability,and some defects of existing laws and regulations in terms of management system,division of protection zone and protection measures,water source monitoring and early-warning system,emergency management,eco-compensation,environmental information sharing,public participation,legal responsibility and environmental pro-tection funds.On this basis,we put forward some improvement suggestions in the light of the demand and the suc-cessful foreign experiences in drinking water source protection legislations.关键词
