中国省际环境基本公共服务绩效差异分析
Difference Analysis of Inter-provincial Environmental Basic Public Service Performance in China
摘要
Abstract
The paper aimed to make an analysis of 30 provincial governments'performance in Environmental Basic Public Service(EBPS)from the year 2002 to 2011 based on the method of“Vertical and Horizontal”Scatter Degree.The following results were derived from the analysis:their performances varied greatly firstly,compared with the high level performance of EBPS in eastern China,those of the central and western parts of China were generally lower despite its increasing improvement year by year;secondly,environmental security service and information service accounted for a relatively smaller proportion in the final scores of the comprehensive per-formances.Therefore it is highly recommended that the financial input of the central and western parts of China in EBPS be increased,and differential regional strategies be implemented.Besides an input boom in environmental security service and information service and a general enhance-ment in EBPS are equally needed.关键词
