Discussion on the Sustainable Development of Natural Gas Industry Chain in China
摘要
Abstract
China natural gas industry chain has experienced three stages:the introduction stage, the transi-tional stage and the fast development stage. From the perspective of sustainable development, China has accumu-lated experience, but has also exposed some problems. Major problems are:1) natural gas price is relatively low when compared with alternative energy;2) issues on how to sell imported high-price-gas;3) unbalanced develop-ment of regional markets in industry chain downstream; 4) obstacles in the process of transition to competitive structure;5) peaking problem due to gas use in large scale;6) issues on city gas safety. Taking reference of do-mestic and international experience, the paper proposed suggestions to China natural gas industry chain on sus-tainable development:1) to guarantee future gas needs with resources diversity and multiple channels;2) to grasp the system construction of the long-term and effective operation mechanism of the natural gas industry chain;3) to accelerate the reform of natural gas pricing mechanism actively and steadily; 4) to ensure the direction of the natural gas industry chain reform towards a competition structure; 5) to promote the construction of the peak-ing-valley mechanism in the whole industry chain.关键词
