Innovative Power Evaluation and Comparative Analysis of Strategic Emerging Industries of Private Enterprises---The Perspective of Implicit Institutional Arrangements

Abstract
Taking into account the fact that in the perspective of implicit institutional arrangements , the innovation power level of private enterprises evaluation index system includes qualitative and quantitative indicators , and most of the them have fuzzy uncertainty characteristics , this paper constructs the multidimensional relationship matrix of innovation power level of private enterprises based on the fuzzy mathematics . Through combining the data of private enterprise of strategic emerging industries from 2005 to 2007 and establishing the fuzzy evaluation model of innovation power level of private enterprises with fuzzy comprehensive evaluation method , this paper examines the degree of influence and channels by which the hidden institutional arrangements affected innovation power level of private enterprises from a new perspective . The result indicates that there is a regional non -equilibrium distribution in the level and trend of the private enterprise innovation power largely because of the different regional institutional system . Because of the important influence , currently our main task is to remove the institutional barriers to innovation and create an institutional environment conducive to innovation .关键词
