摘要
Abstract
In marketized operations, direct stakeholders include local government, operator of scenic area ,owners and operators of the natural resources in scenic areas, residents in scenic area, tourists and other. To fairly distribute the interests of scenic area be-tween stakeholders, to meet the appeal of stakeholders and to avoid conflict is a key to keep sustainable development, realize the double target of resources utilization and ecological protection in scenic areas.关键词
