摘要
Abstract
Some villages which were located in the upper reaches of Hutuo River from the Qing dynasty to the republic of China, invested, labored and excavated some channels to use of the Hutuo river and its tributaries water sources in a main way of cooperation. In order to make irrigation to be fair and just in the process, they mutually agreed and made a comprehensive water rules according to the actual situation. However, in the actual implementation process, due to the problem of human and other reasons, many disputes in-evitably occurred, even fought and resorted to the official, making a serious impact on the relationship between the village and the local order.关键词
