Abstract

Nowadays, rivers are destructed by human activities more and more seriously, so the problems such as water pollution, ecological degradation, water resource shortage, decentralized management, etc. are particularly prominent. Cross-departmental coordination and implementation of comprehensive management is an inevitable trend for recovery and improvement of river water resource, water quality and aquatic ecology. In this paper, technical bases for comprehensive management from the aspects of water resource, flood control, water quality and aquatic ecology and for realization of“multi-management integration”are discussed. Moreover, Lhasa River is taken as an example. Geographic information system and network technology are integrated into surface water environmental management. Water environmental comprehensive management and decision-making platform is constructed. Supported by information technology, effective water environmental monitoring and management is realized.
