Difficulties and Countermeasures of Flood Insurance Implementation in Huaihe River Flood Plain
摘要
Abstract
A bstar ct:The flood disaster in the Huaihe River basin was more and more frequent, and the loss caused by it increased year by year.Flood plain gradually became an important part of the flood control system, and has played an irreplaceable role in the flood control system of the Huaihe River basin.At present, the compensation policy was adopted to compensate the residents’ loss due to flood in the Huaihe River flood plain, but this policy had some disadvantages, such as enormous national financial burden, and thin risk consciousness of residents.Flood insurance, as an important non-engineering measure of flood protection, is an important part of flood management.It is urgent to carry out researches on flood insurance and gradually practise flood insurance system in flood plain.This paper analyzed the necessity of implementing flood insurance system in the Huaihe River basin, as well as the reasons why the implementation of flood insurance system was difficult, and put forward some countermeasures and suggestions on the estab-lishment of flood insurance system in the Huaihe River flood plain.关键词
