Abstract
With the implementation of the strategy of reinvigorating the country through science and education, the investment in science and technology in China has been continuously increased. As a result, the scientific research funds for colleges and universities are increased significantly as well. The backward management system exposed by scientific research spending in universities can no longer meet the development. To strengthen the research of management problems and to propose corresponding accessible measures become a realistic question which influences the development of universities and China's science and technology development and is urgent to be solved.关键词
