Abstract

The moral factor is one of the key elements of the government performance evaluation. Triggered by morality and officials to reflect the current China's progress of the construction of the administrative morality, but morality has not yet been sufficient conditions constitute civil servants evaluation substandard. Fixed in the performance evaluation of government, evaluation of market economy operation accuracy requirements and administrative moral ambiguity between the tension, the government "moral person" default, makes the performance appraisal of administrative morality factors present a discrete state. Future administrative moral construction is necessary to integrate reality, from the perspective of normative promote substantive elements of administrative morality into the government performance evaluation.
