政府环境责任的法律确立与实现--«环境保护法»修订案中政府环境责任规范研究
Legislation and Implementation of Government Environmental Responsibility:Research on Norms in Amendment of Environmental Protection Law
摘要
Abstract
After major revisions, China′s Environmental Protection Law was passed, which is a landmark in Chi-na′s environment legislation. In response to severe environmental problems, Amendment of Environmental Protec-tion Law comprehensively regulates the government′ s environmental responsibility, emphasizing its responsibilities and tasks in environmental governance. These purposeful provisions reflect the practical needs and ruling law of environmental governance. The government′s environmental responsibility regulated by the new law also depends on the improvement of relevant systems, for example, the establishment and its investigating procedures of the responsibility, the rights remedy system to civil service and so on. Meanwhile, the establish-ment of ecological civilization in the whole society also plays a fundamental role in achievement of the govern-ment′s responsibility.关键词
