On Construction of Risk Assessment System of Major Administrative Decision￣making：Theories, Issues and Countermoves
摘要
Abstract
Major administrative decision￣makings are of global feature,often having significant impact on particu￣lar majority or group interests,being likely to brew major risks in social stability. It is hence of great significance to establish and perfect the major administrative decision￣making and social stability risk assessment system. However,there exists in the current assessment system such deficiency as the inappropriate evaluation subject,incapable accountability system,which seriously affects the effective operation of risk assessment system,shack￣ling the functioning of the system. Therefore,to construct a perfect major administrative decision￣making and sci￣entific social stability risk assessment system,we should clarify the responsibility subject and accountability,up￣grade the legitimate priority of assessment procedure, disclose the information to public and establish reporting and explaining mechanism.关键词
