基层水利站所的生存实践--以苏北为例∗
Subsistence Practice of Grassroots Hydraulic Stations:A Case Study of Northern Jiangsu Province
摘要
Abstract
Water conservancy is the lifeblood of agriculture while grassroots hydraulic stations serve as its impor￣tant building￣block. In the background of altering management approaches to national water conservancy and tax reform, grassroots hydraulic stations are faced with severe tests of survival and development. Therefore,grassroots hydraulic stations each shows their special prowess such as livening up assets,improving water collec￣tion rate by means of target responsibility system and emotional route, and vigorously carrying out project capture. All these measures alleviate the survival pressure of grassroots hydraulic stations to some extent,yet re￣maining far from the goal of government function. There is a long way to go to achieve benign operation of grass￣roots hydraulic stations and to smoothly advance the modernization of irrigation and water conservancy.关键词
