A Comparative Analysis on the U. S. and Russiaˊs Terrorism Early Warning System

Abstract
In order to counter the terrorist threats, both the United States and Russia have established their own terrorism early warning systems which have both strengths and weaknesses in terrorism early warning theories, organization leadership, collection and analysis of counter-terrorism intelligence, establishment and sharing of the counter-terrorism intelligence database. After comparing the two coun-tries’ terrorism early warning systems, this paper offers helpful suggestions on ways of strengthening and enhancing Chinaˊs counter-ter-rorism early warning system.关键词
