Human Intelligence in Counter-terrorism:Obstacles and Countermeasures

Abstract
Human intelligence in counter-terrorism plays a very important role with key functions. This paper attempts to analyze human intelligence obstacles in counter-terrorism focusing on problems of legal system, and management difficulties of recruiting, training, tech-nology support and application. Using qualitative analysis method, the paper proposes several solutions to building up human intelligence efficiency in counter-terrorism, such as constructing legal and scientific mechanisms, cultivating informants, strengthening logistic sys-tem, and streamlining ideas and methods of training and exercising .关键词
