南水北调中线工程水价形成机制初探

Abstract
The formation process of water price for Middle Route Project of South to North Water Diversion is reviewed and the existed problems in the current pricing scheme are discussed. The principles in the water pricing process are demonstrated, inclu-ding the fair burden, cost recovery, reasonable profit, adjustable pricing mechanism and water resources allocation. A unified water pricing should be carried on for the same water quality, customers and water source, while a diverse pricing should be pro-vided for different industries, also the water quota business among different consumption localities is encouraged so as to put the project benefit into full play. Generally, the water pricing mechanism should reflect the scarcity of water and treatment cost of wa-ter environment so as to improve the water saving sense, and guarantee the normal operation of water supply departments.关键词
