人水和谐理论在最严格水资源管理中的应用
Application of Human-Water Harmony Theory in the Strictest Water Resources Management

Abstract
Aiming at the current situation that the theoretical system of implementing the most stringent water management system based on the in-complete human-water harmony theory,this article summarized the pre-existing research results of human-water harmony,and structured the appli-cation system of human-water harmony theory. Then based on the specific requirements and objectives of the most stringent water management sys-tem,the work content of the most stringent water management system was refined as“three red lines”,“four systems”,“institutional improve-ment”and“supporting technology”four parts. On these bases above,it analyzed the mutual relation between human-water harmony and the most stringent water management system,and discussed the specific application of the human-water harmony theory in the process of implementing the most stringent water management system from“three red lines”,“four systems”and“institutional improvement”three aspects to provide a theoret-ical support for the implementation of the most stringent water management system based on the human-water harmony theory.关键词
