阿克苏河流域水资源管理“三条红线”控制措施
Status and Control Measures of Water Resources Management of the Aksu River Basin
摘要
Abstract
Water resources management of Aksu River basin faces with many outstanding issues,such as the obvious contradiction between supply and demand,seriously disordered utilization,low water-use efficiency,growing water pollution,destruction of the water ecological balance,and unperfected water management system,etc. According to the needs of the economic and social development of the Aksu River basin,and the re-quirements of watershed ecological safety,measures were proposed to manage the water resources of the Aksu River basin,from three aspects,such as,water management,water utilization efficiency and pollutant control. A unified water management agency of the Aksu River basin and a series of scientific and effective water resources management mechanism should be established and improved to meet the demands of water resources plan-ning and management and added water use controlling,and to restrict the water use permission. By the measures of technology,management and e-conomic levers,the efficient use of water resources should be promoted,pollutant control should be strengthened,and the"three red lines”should be guaranteed.关键词
